In total numbers the Gorn, Neptunian, Keeper, and Cheron on Series Three card are the rarest.
However, if you look at each figure not considering the card, the Third Series is the most rare.
It is the general consensus that the Andorian and Romulan were the most popular of the Third Series Aliens. So they were bought up, played with, and in many cases destroyed. That is why they are so rare.
There is a rumor about a Mego fire which destroyed many of the Series Three figures. This is FALSE. It is also not true that the Third Series was only available in Europe. (Although some of the ST:TMP figures were only available in Italy.)
There have been a least one (I have heard rumors of another) warehouse find of Kirk, Spock, and the Klingon. This has caused the price of these three to remain somewhat constant while the others have continued to increase.
Assortment/Stock Numbers
Mego made Assortment/Stock numbers very easy. The Stock Number is the same as the Assortment Number unless there are different products within an assortment. In this case they added '/#' to differentiate the different products.
